B. Preparatory actions

B.1 Action: Preparation and organization of the Project’s implementation

The action includes:
  • the organization and clear determination of the Project’s implementation schedule
  • the selection of companies and municipal services that will participate in training activities by Region
  • the preparation of communication and training plan.

At the stage of partners’ selection, statistic data collected from all relevant actions performed by APPLIANCES RECYCLING S.A. will be updated and evaluated for the period between now and the beginning of the Project.

B.2 Action: Organization and production of the educational material

This action aims at organizing and producing educational material for the partners’ training, both at the stage of day-long educational workshops and on-site training seminars and pilot audits addressed to the selected partners of both regions.

B.3 Action: Production and procurement of communication material

During this action, the Project’s actions C1 and C2 for the public will be strategically planned. Specifically, the points and time spent in each city holding a Roadshow will be determined and initial visits to the places, where it is considered necessary, will take place in order to find the suitable areas. Furthermore, communication program planning addressed to the local media and the contents of each action, such as the determination for the exhibition area, the competition and the promotional material will be developed.

B.4 Action: Production of How To Do videos for uploading to YouTube

During the implementation of this preparatory action, 8 training videos (How To Do) will be created. Six of them will be developed in a stand-alone basis and they will present the procedures for collection, temporary storage, transportation and treatment for each class of appliances according to Ministerial Decision 23615/2014. Moreover, a comprehensive video, which will summarise and represent a fragmentary view of all the procedures (collection, transportation, etc.) for the reception and treatment of WEEE will be created. Finally, a new trailer video, addressed to the general public and used mainly for Roadshow purposes, will be developed.

C. Communication Actions / awareness campaigns

C.1 Action: Information campaign in press and electronic media and social networks

Information campaign will take place at local level and will include a wide range of communication vehicles that will ensure the effectiveness of actions. Such media are local radio stations, cities’ websites, Facebook, as well as local press and digital media. The role of communication campaign on radio and internet will be supportive to the Roadshow. Facebook posts and publicity actions will also include messages about the benefits and the sound management of old electrical appliances.

C.2 Action: Organization of Special Events (Roadshow)

In order to achieve experiential and interactive communication with the public, a Roadshow at central points of 15 cities in the Region of Thessaly and Epirus will be held, during which an on- site collection of WEEE will take place and an exhibition that will simulate sites of a treatment plant will be set. Citizens participating in the Roadshow will have the opportunity to learn why and how to manage their old appliances in an environmentally sound manner and to get familiar with how the treatment of waste electrical appliances is done.

D. Training Activities

D.1 Action: Organization of workshops for stakeholder’s training on WEEE management

During the Project, day-long workshops are planned aiming at informing associated beneficiaries for the sound WEEE management practices. The workshops will be held at the 8 prefecture capitals located in the regions of Thessaly and Epirus. These workshops will be attended, inter alia, by representatives of local authorities and especially by Deputy Mayors, who are in charge of waste management, as well as representatives of retail chains located in Thessaly and Epirus, as well as associated transporters of APPLIANCES RECYCLING S.A. and representatives of other local authorities.

D.2 Action: On-site training seminars for selected associated beneficiaries of the collection, transportation and treatment of WEEE network in the Regions of the Project and pilot “training” audits.

The objective of training relates to the transfer of know-how and experience on how best practices of sound environmental management of WEEE are implemented at the working environment. The transferred know-how has been developed and standardized under the project LIFE (LIFE07 ENV/B/000041) by the issue of WEEELABEX standards for all stages of WEEE management. These training seminars concern the cooperating companies, responsible for temporary storage and collection of WEEE (scrap dealers), transportation of WEEE, as well as management of WEEE (treatment operators receiving WEEE from the Regions of Thessaly and Epirus in their facilities).

D.3 Action: On-site training seminars for the collection network of selected local authorities in the Regions of the Project and pilot “training” audits.

The objective of training relates to the transfer of know-how and experience on how best practices of sound environmental management of WEEE are implemented at the working environment. The transferred know-how has been developed and standardized under the project LIFE (LIFE07 ENV/B/000041) by the issue of WEEELABEX standards for all stages of WEEE management. The seminars will be attended by Municipalities’ Environmental Managers/ Deputy Mayors for environment and the workforce of the local authorities associated with APPLIANCES RECYCLING S.A.

E. Monitoring of Project impact on the target audience and on the environmental problem targeted

E.1 Action: Monitoring of Project impact on the target audience

At the end of each day-long workshop, all information regarding the number of attendees, their level of involvement (comments, questions and a brief assessment of the conference by the attendees) will be collected. At the end of each campaign on local press and on online media, campaign statistics and local press clippings will be collected. Moreover, at the end of the Roadshow in each city, a report including the number of the visitors to the exhibition area will be prepared. Once the workshops and Roadshow are completed, a comprehensive report, including all information gathered from the individual actions, will be delivered.

E.2 Action: Monitoring of the degree of achievement of the quantitative targets set for reducing the environmental problem

At the end of the communication actions addressed to the general public, a market research in the cities of Larissa and Ioannina will be held, in order to examine the evolution of public awareness regarding recycling of electrical appliances. The research will be conducted through face to face interviews on sufficient representative sample per city.

A key action of this program is to monitor the degree of achievement of the quantitative targets set for the reduction of the environmental problem, which arises from the second main cause, namely the poor "quality" of the collected WEEE (broken or deficient components appliances) through the existing APPLIANCES RECYCLING’s network due to the non-environmentally sound management of WEEE. This action will be developed in two main stages:

  1. Analysis of the data developed during the preparatory stage for the qualitative data of the collected WEEE in the two regions and for the qualitative data per each cooperating WEEE managing company.
  2. Data comparison with results and data obtained after the actions’ completion throughout the program period.

Data that may be used comparatively for the continuous monitoring of the actions during the project’s development, originate from the databases of APPLIANCES RECYCLING S.A. environmental management of WEEE by the partners in the two regions.

E.3 Action: Sampling audits regarding the implementation of sound practices

This action is both an integral part and an important action for verifying and monitoring of the project’s implementation. It refers to monitoring the degree of achievement of the targets, set for the training on proper and environmentally sound management practices of the stakeholders engaged. They will focus on the following partners of the two regions:

  1. associated municipalities (Local Authorities) - WEEE collection
  2. associated beneficiaries for WEEE temporary storage and collection (scrap dealers)
  3. associated beneficiaries which form a WEEE collection point (retailers - local retail establishments for electrical and electronic equipment)
  4. associated beneficiaries for WEEE transportation (transport companies)
  5. associated beneficiaries for WEEE management (treatment operators receiving WEEE from the areas of interest - 2 regions)
